ABSTRACT
Regional-Quality Certification (RQC) is an instrument that supports the Quality
Management (QM) by providing a standard of good practices in the enterprises that
create some products or services of high quality. This type of certification is usually
designed only for firms that belong to a determined geographical area, which is the
case of Marca Gto program presented in this paper.
The objective of this research is to analyze the RQC Marca Gto, as perceived by the
Small and Medium Enterprises (SMEs) of the Leather-Footwear Cluster (LFC),
considering the differences of grouped-size firms.
To collect the data, a survey of 21 questions was applied to a sample of 69 SMEs
part of the LFC with Marca Gto certification, in October 2020. The IBM SPSS
Program was used to calculate Cronbach's alpha and apply the Mann-Whitney U
Test to the Likert Scale based questions. Those items were grouped into 3 Compo-
nents (National, Exports, and International) by using the extraction method of Prin-
cipal Component Analysis.
For the case of LFC of Guanajuato the evidence of the sample shows no statistically
significant differences on Total, Component 1 (National), Component 2 (Exports)
or Component 3 (International) scores of the program by the size of the firm. Then,
this study reveals that the overall benefits are not related to the size of the company.

INTRODUCTION
Large firms embraced quality management (QM) decades before it was
perceived as important to small and mid-sized enterprises (SMEs) suc-
cess. Arguably, quality programs including Total Quality Manage-
ment, Six-Sigma, Business Excellence Models such as European Foun-
dation for Quality Management and Baldrige, Balanced Scorecard,
among others, had large firms in mind when developed (McAdam,
2000).
But the intensification in competition with the opening of markets has
made quality increasingly important as a factor of competitiveness for
some sectors of the economy, especially the industrial sector, which
started to implement Total Quality Management systems (Bandeira
Freitas, et. al., 2016).
Regional Certification Quality (RQC) is another instrument that sup-
ports the QM by providing a standard of good practices in the enter-
prises that create some products or services of high quality. This type
of certification is usually designed only for firms that belong to a de-
termined geographical area, which is the case of Marca Gto program
presented in this paper.
The main objective of Marca Gto is that participating SMEs by ob-
taining the use of this label, position their products in the national and
international market with a certificate, which allows them to obtain
growth in their sales, generating wealth for the state (Secretaria de De-
sarrollo Economico Sustentable del Estado de Guanajuato, 2020).
Those are the approaches for this research considering the differences
in size (micro/small/medium), within one specific industry (Leather-
Footwear) and a region of a country (Guanajuato, Mexico).
