RESUMEN: La innovación impulsada por las startup insurtech supone retos para el regulador más allá de la innovación regu-
latoria que mediante el «regulatory sandbox» ha promovido la ley para la transformación digital del sistema f‌inanciero.
A la salida de este espacio controlado de pruebas, la operativa digital de las insurtech puede verse interrumpida por los
obstáculos que, para un entorno electrónico pleno, mantiene la normativa de distribución de los seguros en materia de
información general previa. Sin el aditamento gratuito del papel en la transmisión de la información no se interrumpiría
el completo funcionamiento digital de las insurtech de distribución y se mantendría la protección del cliente de seguros.

ABSTRACT: Innovation driven by insurtech startups poses challenges for the regulator beyond regulatory innovation that
through the «regulatory sandbox» has promoted the law for the digital transformation of the f‌inancial system. Upon de-
parture from this controlled testing space, the digital operation of insurtech may be interrupted by the barriers that, for a
full electronic environment, maintain insurance distribution regulation in terms of prior general information. Without the
addition of paper in the transmission of information, the complete digital operation of the distribution insurtech would not
be interrupted and insurance customer protection would be maintained.
