ABSTRACT
In the last years, public innovation is raising a big interest in the research
field. A large scientific literature is focusing in the nature and features of in-
novation in public administrations. In this context, local administrations are
offering different and numerous experiences that bring us an excellent oppor-
tunity to analyse innovation processes and results, both in terms of the orga-
nizational features in the process and in terms of the territorial, economic,
social and environmental impacts.
The assumed role of local administrations in public innovation during the
last three decades is also bringing a large body of studies showing a success
in overcoming their traditional function as basic services providers, especially
in urban contexts. The new role entail processes that involve organizational
re-designing, technological integration, implementation of cross-sectional
coordination tools, the deployment of new collaborative spaces with the terri-
torial stakeholders and users, etc. These processes of change and re-politici-
zation of the local realm are aligned with the paradigms of governance and
open government, strengthening neo-republicans approaches of public admi-
nistration and government management. This reality offers very interesting
disciplinary opportunities to analyse the processes carried out by local entities
as entrepreneurs of innovative initiatives.
Despite the growing body of research in public administration and the
relevant role of the local realm in scientific literature, the focus of the studies
are frequently confined to the intrinsic characteristics of the innovation, assu-
ming its success if it responses properly to the needs and challenges of a
specific context. Studies frequently set aside the way the innovation is imple-
mented, the organizational and contextual factors involved in the innovation
process and the relationships among them in a secondary plane. Further and
larger research pinpointing the relevant elements affecting the process of pu-
blic innovation and the relationship among them is needed to reach a global
view, in order to provide more effective tools to improve the government
action regarding planning, implementation and evaluation of public innova-
tion.
