Resumen: Esta Sentencia reitera la validez
del Plan de Acción Territorial de la infraestruc-
tura Verde del Litoral de la Comunidad Valen-
ciana, remarcando la fundamental distinción
conceptual entre ordenación territorial y ur-
banística. Como respuestas casacionales de-
termina: el grado de exigibilidad del estudio
económico financiero a un instrumento de
ordenación territorial; el alcance del concep-
to “neutro” en informes de igualdad y otros;
y el alcance del estudio de alternativas en el
contexto de una evaluación ambiental estra-
tégica.

Abstract: This judgment reiterates the validi-
ty of the Territorial Action Plan for the Green
Infrastructure of the Coast of the Valencian
Community, highlighting the fundamental
conceptual distinction between territorial
and urban planning. As house answers, it
determines: the degree of enforceability of
the economic-financial study for a land-use
planning instrument; the scope of the “neu-
tral” concept in equality and other reports;
and the scope of the study of alternatives in
the context of a strategic environmental as-
sessment.
