RESUMEN: El año 2020 es indudablemente el año de la expansión de la pandemia del
Covid-19, por lo que todas las actividades de la Unión Europea tienen
relación, en mayor o menor medida, con la misma. Pero, la Unión, en una
sociedad tan compleja como la europea, ha seguido desarrollando sus
políticas, aunque prácticamente todas tienen que tener en cuenta la
incidencia del virus.
En este sentido, la Unión ha seguido desarrollando la filosofía del Pacto
Verde Europeo, mediante la publicación de varias comunicaciones y otros
textos de la Comisión sobre los aspectos más destacables del eje relativo a
la transformación de la economía europea de forma sostenible (cambio
climático, industria, alimentación, etc.), y su financiación (muy afectada
por el coste de las medidas contra el coronavirus). Parece que,
indudablemente, la Unión considera el Pacto Verde Europeo como el

elemento más importante para hacer frente a la compleja y complicada
situación futura derivada de la pandemia.
Además, desde el punto de vista de la política medioambiental de la UE,
debe subrayarse la aprobación por la Comisión, el 14 de octubre, de la
propuesta del VIII Programa Ambiental, que establecerá, en estrecha
relación con el Pacto Verde, las líneas maestras de esta política hasta 2030.
Desde el punto de vista normativo, pueden destacarse los Reglamentos
sobre inversiones sostenibles, sobre reutilización del agua o en el ámbito
de acción por el clima y energía; así como la aprobación del texto
refundido de la Directiva sobre calidad del agua para consumo humano, y
algunas decisiones diversas, y varios informes y otros textos.
ABSTRACT: The year 2020 is undoubtedly the year of the expansion of the Covid-19
pandemic, so all the activities of the European Union are related, to a
greater or lesser extent, to it. But the Union, in a society as complex as
Europe, has continued to develop its policies, although virtually all have
to take into account the incidence of the virus.
In this regard, the Union has continued to develop the philosophy of the
European Green Deal, through the publication of a number of
communications and other Commission texts on the most noteworthy
aspects of the axis relating to the transformation of the European economy
in a sustainable manner (climate change, industry, food, etc.), and its
financing (greatly affected by the cost of measures against coronavirus). It
seems that the Union undoubtedly regards the European Green Deal as the
most important element in dealing with the complex and complicated
future situation arising from the pandemic.
In addition, from the point of view of EU environmental policy, the
Commission should be underlined for the adoption, on 14 October, of the
proposal for the VIII Environmental Programme (8th EAP), which will
establish, in close relation to the European Green Deal, the main lines of
this policy until 2030.
From a regulatory point of view, the Regulations on sustainable
investments, water reuse or climate and energy action can be highlighted;
as well as the adoption of the consolidated text of the Water Quality
Directive for human consumption, and some different decisions, and
various reports and other texts.
