RESUMEN: El año 2021 es indudablemente el año de la expansión de la pandemia del
Covid-19, por lo que todas las actividades de la Unión Europea tienen
relación, en mayor o menor medida, con la misma. Además, con cierta
preocupación, se vislumbran problemas de cierta envergadura debido a la
agresiva posición que Rusia mantiene en relación con Ucrania. Pero, la
Unión, en una sociedad tan compleja como la europea, ha seguido
desarrollando sus políticas, aunque prácticamente todas tienen en cuenta
la incidencia del virus.
Considerando la Unión el Pacto Verde Europeo como el elemento más
importante para hacer frente a la compleja y complicada situación futura
derivada de la pandemia, ha seguido desarrollando la filosofía del Pacto
Verde, mediante la publicación de varias comunicaciones y otros textos de
la Comisión, así como normas importantes, y sobre financiación. Además,
la propuesta de la Comisión sobre el VIII Programa Ambiental, que
establece, en estrecha relación con el Pacto Verde, las líneas maestras de
esta política hasta 2030, ha seguido su proceso de aprobación en 2021.

Desde el punto de vista normativo, deben destacarse el Reglamento sobre
el cambio climático, que establece un exigente régimen para conseguir
reducciones efectivas de emisiones a la atmósfera para un futuro neutral
en emisiones, así como los reglamentos reguladores de los instrumentos
financieros en materia ambiental, con alguno de nueva creación, y otras
normas en diversas materias.
SUMMARY: The year 2021 is undoubtedly the year of the expansion of the Covid-19
pandemic, so all the activities of the European Union are related, to a
greater or lesser extent, with it. In addition, with some concern, problems
of a certain magnitude are looming due to the aggressive position that
Russia maintains in relation to Ukraine. But the Union, in a complex
society, has continued to develop its policies, although virtually all of them
take into account the incidence of the virus.
Considering the European Green Deal as the most important element in
addressing the complex and complicated future situation arising from the
pandemic, it has further developed the philosophy of the Green Deal,
through the publication of several communications and other Commission
texts, as well as important rules, and on financing. In addition, the
Commission's proposal on the 8th Environment Action Programme, which
establishes, in close connection with the Green Deal, the main lines of this
policy until 2030, has continued its approval process in 2021.
From the regulatory point of view, the Regulation on climate change,
which establishes a demanding regime to achieve effective reductions in
emissions into the atmosphere for an emission-neutral future, as well as
the regulations regulating financial instruments in environmental matters,
with some newly created, and other standards in various areas, should be
highlighted.
