LIBERDADE RELIGIOSA E RELIGIÃO E MORAL
NO ENSINO PÚBLICO PORTUGUÊS

Resumo
A relação entre o Estado Português e a Igreja Católica remonta ao tempo em que
a Nação Portuguesa se começou a formar, sendo por isso a relação mais antiga que o
Estado Português mantêm ainda em vigor.
Todavia, não houve durante séculos qualquer tipo de legislação que tutelasse este
relacionamento, sem embargo de existir uma forte influência da Igreja Católica nos des-
tinos sócio-culturais do Povo português.
A necessidade de uma Lei regulando as relações entre o Estado e as diversas confissões
religiosas foi referida pela primeira vez pelo então Presidente da República Mário Soares,
na sua última mensagem de Ano Novo (1996).
O ensino da Religião e Moral Católicas no ensino público português é ministrado em
obediência à directriz estabelecida no art. XXI da Concordata, posteriormente confirmada
pelo art. II do Protocolo Adicional de 15 de fevereiro de 1975.
Abstract
The relationship between the Portuguese Government and the Catholic Church re-
mounts to the creation of the Portuguese Nation, and it’s also the must older relationship
sustained by the Portuguese Government in the present moment.
However, during a great deal of centuries it was a complete blank of any kind of le-
gislation to rule this relationship, whatever, this miss fault didn’t mean that the Catholic
Church have a enormous influence in the social-cultural destinations of the Portuguese
people.
The necessity of a ruling Law for the relationship between the Government and the
deferent kinds of religions was first referred by Presidente Mário Soares in is last speech
of new year, in 1996.
The teaching of Catholic Religion and Moral in the Portuguese public system of tea-
ching is done in obedience to the directive established in the article XXI of the Concordat,
confirmed after words by the II article of the Additional Protocol in 15 February 1975.
