1. INTRODUCTION
The movement of people, especially after the Second World War,
altered the dynamics of sovereign nations by having to balance the
way in which these societies combined their migration policies without
infringing human rights. Nevertheless, it should be emphasized that,
decades later, the displacement of people was perceived as relevant
economic actors that committed administrative or misdemeanors in
certain cases, and not terrorist acts.
However, the 21st century includes a new international stage in the
discourse of migration (Guild, 2009ś Lahav, 2004, 31). The origin was
centered in the terrorist attacks against the Twin Towers of New York
and the Pentagon in Washington DC, which took place on September
11, 2001. From there, the internal, external, and defense policies of the
United States were modifi ed, prioritizing national security over any other
issue.
All these elements changed the migration agenda, for example, some
ever more restrictive norms, the rejection and detention practices at
borders to deny entry of immigrants because linked migration to crime,
smuggling and terrorism (Bigo, 2002, 63-92). Moreover, the previous
premise propagated by the media and studied by American academics
has not been strongly confi rmed (Guia, 2012, 592).
