1. Defining a strategy against terrorism

Terrorism is perceived as the primary threat to security and stability, within the domain of International Organizations and most Nations. Due to the social and political impact caused by the terrorist attacks on American soil the morning of 11th September 2001, the perception of the dimension of the terrorist menace has dramatically changed. In the wake of this emotional shock for all society, the international community reacted promptly showing the will to fight the peril back.

In the aftermath of 9/11, key international organizations as the UN, EU, and NATO, as well as some nations, highlighting the role of the United States of America, launched several initiatives to deal with the terrorist threat. Since then, there have been several so strategies called to structure the different initiatives to fight against international terrorism.

Within the international community, there is an array of different approaches to define strategies. There is no real common understanding of what a strategy should be and how it should be structured (Ballesteros, 2004). For the purpose of this study, we define a strategy as the way to build up and then implement a political decision as a result of the appropriate planning process.

In this paper, we are going to study strategies from different international actors as the United Nations, the European Union, and The United States of America, among others, to analyze the various models that define the strategic framework, and the role of Intelligence to cooperate in the strategic planning process.

2. United nations global counter-terrorism strategy and the information flow

In the wake of the 9/11 serious challenge and threat to international security, the United Nations Security Council Resolution 1373 (2001), acting under Chapter VII of the Charter of the United Nations, established different mechanisms to prevent and suppress the financing of terrorist acts; to prevent terrorists′ movement; to intensify the exchange of operational information; while pointing out the close connection between international terrorism and transnational organized crime, and illegal movement of nuclear, chemical, biological and other potentially deadly materials, emphasizing the need to enhance coordination of efforts in order to...
