1. INTRODUCTION
Illegal, unreported and unregulated (IUU) shing is a signicant
problem that aects the marine ecosystem and those who depend on it
for survival. Its consequences are considerable both environmentally, so-

cially and economically1. e latest ocial studies show that every year,
IUU shing is estimated to account for approximately 20% of world cat-
ches, id est between 11 and 26 million tons. is represents a global loss
of between 10 billion euro and 23 billion euro a year2.
Combatting IUU shing is a priority for the European Union
(EU). It must be noted that EU is the most important market for sh
and shing products3. In 2008, the Council adopted a regulation esta-
blishing a Community system to prevent, deter and eliminate IUU s-
hing4. e ght against IUU shing has high political support at every
