I SISTER AIRPORTS AGREEMENTS*

ABSTRACT
The article aims to consider the airport cooperation’s development due to the
airport privatization process and the air transport liberalization. Regarding the
different types of airport collaboration, the author examines the sister airports
agreements reached among airport operators to share and transfer know-how and
operating procedures. In view of the airport operators’ intention to not creating le-
gal relationships by these agreements finalized by a memorandum of understand-
ing, the author defines them as gentlemen’s agreements binding by honour only.
This definition does not exclude that it can be established the accordance of the
sister airports agreements with antitrust regulation. Although the extensive adop-
tion of such agreements, their real benefits have not been perceived yet. Through
the sister airports agreements since the year two thousand it has been set up in the
airport industry a new form of cooperation that until then it has been contractual.

PROFILI GENERALI
L’avvio del processo di privatizzazione della gestione aeroportuale, che assie-
me alla liberalizzazione dei servizi aerei ha favorito l’aumento della concorrenza,
ha prodotto lo sviluppo di forme di collaborazione tra gli aeroporti, che hanno
progressivamente assunto la veste di un’imprese in grado di fornire non solo
servizi aeroportuali, ma di svolgere un’ampia serie di attività non aviation 1. L’ac-
