proceso de liberalización de ferrocarriles en España
En los últimos años el sistema ferroviario chileno ha recibido un nuevo impulso a través de inversión pública
en el desarrollo de trenes de cercanía y en el potenciamiento del transporte de carga. Sin embargo, la institu-
cionalidad ferroviaria chilena y su normativa, que no ha sido mayormente reformada, impide generar espacios
de competencia que permitan una mayor eficiencia en beneficio de los usuarios. Junto con ello, existen déficits
regulatorios en materia de seguridad ferroviaria que es necesario corregir.
Este trabajo identifica elementos del proceso de liberalización de ferrocarriles en España promovido por la
Unión Europea que podrían orientar una reforma del sistema ferroviario chileno que permita abordar estos
problemas.

Guiding rail network reform in Chile; an assessment based on the railway liberalisation process in
Spain
The Chilean railway system has received a new boost in recent years through public investment to develop
suburban and freight trains. However, the current institutional framework and its regulations, which have not
been recently updated, do not allow for competition that would improve efficiency for users. There are also
regulatory deficiencies in railway safety that need to be addressed.
This article identifies features of the railway liberalisation process in Spain –promoted by the European Union–
that could serve as a model for a Chilean rail network reform.
